Policy at the Australian national level

The Australian Department of Health is responsible for the development of women’s health policy in Australia at a national level. The current policy in effect is the National Women’s Health Policy 2010.

The Australian Women’s Health Network is a national leader in developing, advancing, supporting, reviewing, critiquing and responding to women’s health and wellbeing public policy and its implementation. AWHN is also the peak body for the women’s health networks in each State and Territory.

Family law for the future

A health system that supports contraceptive choice

The report by the Australian Healthcare and Hospitals Association, which was funded by MSD  in Australia, states that inadequate Medicare rebates are one of the key reasons women are not offered more effective and less user-dependent methods of contraception.  The  report identifies unplanned pregnancy as “a key health issue for women in Australia”. It calls for increased Medicare  funding for contraception services, including the extension of Medicare items to include nurses working in GP clinics who insert and remove different types of long-acting reversible  contraceptive devices.

The Council of Australian Governments (COAG) Reform Council has played a critical role in tracking progress, nationally and on a state-by-state basis, against the COAG reform agenda. The council has analysed and publicly reported on governments’ performance against outcomes, performance indicators and targets agreed by COAG. However, until 2013 gender analysis was not directly incorporated in the assessment of governments’ performance. The council’s first report on gender, Tracking equity: Comparing outcomes for women and girls across Australia, redressed this omission.

Women in Australia have fewer financial resources, less wealth and property, and higher family burdens in the dual economies of paid and unpaid work than their male counterparts. They ensure the reproduction, well-being and survival of others, from newborn to old age, but often lack necessary support and financial independence. There are specific groups of women whose health is significantly compromised by their exposure to risk and social experiences. In particular, the poor standard of health of Indigenous women, refugee women and women with disabilities raises concerns about the capacity of health services to meet their needs. This paper considers the means by which Australian health programs and policy can redress these inequities. It further highlights the inequities for women in relation to non-communicable diseases (chronic diseases). The social gradient, the health sector, and gender are key determinants of health equity for women. The health sector in Australia has a responsibility to improve equity; however, prevailing inconsistencies in its understanding of how gender impacts on women’s health outcomes currently inhibit effective action. The paper argues broadly for recognition of a number of principles essential to establishing a firm basis upon which to redress health inequities for women. [Executive summary, extract]

Aboriginal and Torres Strait Islander women experience the poorest health outcomes of any group of women in Australian society, and have a right to determine what their health system will look like. This strategy has been developed through extensive consultation with over 400 ATSI women during 2009-2010. It is intended to supplement other national and state/territory identified priorities and needs. Recommendations are grouped into four action areas: supportive environments; health service access and equity; women in the health workforce; and appointment of a national policy officer to implement the strategy.

This ANROWS research project provides substantial additional analysis of data collected in the Australian Bureau of Statistics’ (ABS) 2012 Personal Safety Survey (PSS).  The PSS is the most comprehensive quantitative study of interpersonal violence in Australia. The survey is administered by the ABS and funded by the Australian Government Department of Social Services. More than 17,000 women and men completed the 2012 survey.   The analysis completed in this project provides several hundred new statistical items related to violence against women.

Status – CURRENT

The Australian Longitudinal Study on Women’s Health (ALSWH) is a longitudinal population-based  survey  of  over 60,000  Australian  women  in  four  cohorts.  This  report  is  a  summary  of  data  for  13,715  women  in  the  cohort  born 1946-51 who completed the baseline survey in 1996 (aged 45-50 years), and surviving women for each survey point up to Survey 7 in 2013 (aged 62-67).

The Australian Longitudinal Study on Women’s Health (ALSWH) is a longitudinal population-based survey examining the health of over 50,000 Australian women.  The study follows women in four age cohorts, and a summary of the cohort born 1973-78 (now aged 36-41) who were first surveyed aged 18-23 in 1996 is presented here.

The Australian Longitudinal Study on Women’s Health (ALSWH) is a longitudinal population-based survey of over 60,000 Australian women in four cohorts. This report is a summary of data for 12,432women in the cohort born 1921-26 who completed the baseline survey in 1996 (aged 70-75 years), and surviving women for each survey point up to May 2013 (aged 87-92). To reduce bias due to non-death attrition, data have been imputed for surviving women who did not return surveys using data for  women  who  did  return  surveys.  The  data  therefore  represent  changes  in  the population  for women who survive to different ages.

This study investigates women’s drinking behaviour over the lifespan. It presents findings based on almost 40,000 women in three age groups (18-23 years, 45-50 years and 70-75 years) who were surveyed approximately every three years between 1996 and 2012. The women answered questions about how often and how much alcohol they usually drank per week, and how often they binge drank. Four drinking behaviours were defined: i) no risk, ii) binge less than once a month, iii) binge once a month or more, iv) long-term risk (more than two drinks a day on average). The four groups were then compared.

In December 2013 the Australian Bureau of Statistics released the results from the 2012 Personal Safety Survey. The survey collected data about the nature and extent of violence experienced by women and men since the age of 15, including their experience of violence in the past 12 months. Key survey findings include One in three Australian women (34 per cent) have experienced physical violence since the age of 15 One in five Australian women (19 per cent) have experienced sexual violence since the age of 15 One in four Australian women (25 per cent) have experienced emotional abuse by a partner since the age of 15 One in five Australian women (19 per cent) have experienced stalking in their lifetime.

Rural, remote and regional differences in women’s health: Findings from the Australian Longitudinal Study on Women’s Health

The report explores findings relevant to the health disadvantage in rural communities and is structured into three broad themes: 1. Generally poorer health of women living in regional and remote areas; 2. Differences in access to and use of a wide range of health services;  3. The resilience of rural women and characteristics of life in rural communities which ameliorate sometimes difficult conditions.  It shows examples where government policies have been effective in reducing health inequities, as well as highlighting situations in which changes in policies and practices could lead to further improvements.

Women, health and ageing: Findings from the Australian Longitudinal Study on Women’s Health

This report focuses on the health of older women from the Australian Longitudinal Study on Women‘s Health. It was found that as women are living longer they increasingly make up the majority of those experiencing dementia, sensory impairment, and falls and fractures. It includes findings on: Changes in physical health and relationship to socio-economic status; Living with chronic conditions such as arthritis, diabetes, sleep problems and incontinence; Effects of falls, smoking, and alcohol intake; Effects of obesity, and contributing factors. Current preventive activities in Australia to reduce overweight and obesity, reduce the prevalence of tobacco smoking, and increase levels of physical activity are all strongly supported by the data presented in this report.  The data also identify growing needs for the primary care sector to help older women with chronic conditions.

Women’s Weight: Findings from the Australian Longtitudinal study on Women’s Health

This includes effective organisational change, becoming a gender responsive service, supporting family inclusiveness and providing trauma informed care.
